No Persona, other than the later game ones, are worth keeping really. You need to be fusing constantly, once a Persona learns all of its skills (and even before then really) it's time to move on and fuse it off. I stuck it out with my Izanagi and got him to level 99 with all stats at 99. Took awhile but was worth it IMO.
To get a skill card off a persona they have to know said move and have the icon to get it. Oh that's what he meant. Objectively right. For people like me who are too lazy to get all 99s on some other Persona. All 80s is a good start. For the record, the only skill card I used on InO was Debilitate.Corn syrup is gross. If you aren't on new game plus/not using skill cards, I would say very hard. Otherwise you could just buy all the top skills when you need them and it would be challenging but not impossible. InO is not actually very good in P4G. Arguably he was useful in P4 for the bonus boss fight because of all of his resists, but other than that... meh. If you want to abuse skill cards and all that jazz on Izanagi, Magatsu-Izanagi always wins because of its inherent Null Light/Dark resistances.
