Let's say your route is currently a 45K. After the mini-count, the new evaluation is a 48K. Your route stays 48K Oct-Mar. In January, 2023, the USPS cuts the route (to 43K volume)... it's going to affect your volume and scans for 3 months. (out of 12) Apr 2023, your evaluation should be ~47K (48 * 9 months, 43 * 3 months)

The only thing close to it might be #2 which says "case or dispose of undeliverable ordinary mail (Ref. PO603, Sec 4.21). So I checked the PO603 and section 421.3 says "case or dispose of all mail which you were unable to deliver on the route in accordance with handling procedures required for the class and type of mail".
