No shop passes exist in the current game. Before new genesis, f2p players in pso2 classic were able to obtain shop passes by chance from a gacha system that used an in-game currency called FUN. These passes allowed f2p players to sell items on the market for a set amount of time. These passes do not exist in the game anymore as of now.
