If you are using Android, try a different file browsing app. I was having the same problem on my Android phone. I got around it by copying the files to onedrive then selecting the onedrive browsing app and selecting the files in onedrive.

So I'm working out of Tagmo's latest version and when I tap "Import binary keys" to load in the unfixed and locked .bin files, they are unable to be selected from my phone's downloaded files. Like I see the two .bin files in my downloads, but they are grayed out and I cannot tap them to load into Tagmo. I'm using a Galaxy S8!

Click on "Load Tag" On the bottom of the screen it shows the current directory. You can change it to where your .bin are saved. Hope this help.
