It is the "Shrouded Ghost", so having it be .02% in the fog/shroud instead of .01% would make sense. EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare. The fog is a low random occurance, and there is not real reason to spend much time in the fog.

Fog is already rare enough, it's uncommon to be in fog and you would think the "Shrouded Ghost" would have higher spawn rates in fog. You should still kill all megs because they drop loot and raise your emissary grade. They usually only take a couple of minutes if you’re hitting your cannons. The shrouded ghost is stupidly rare and you have to kill it if you ever get it. The others are okay to leave but they do drop a bit of loot.
