If you had built the crossbow on a structure that was previously built on the last version, I've had this issue. Now, on new structures from the latest patch, I no longer have this issue.

Ranged combat in Kenshi will be overpowered regardless of what you use. Overpowered or completely useless. With high power bow you can fairy quickly dispatch of enemies. Low power quick shot crossbow will perma stagger enemies, with tedious kiting you can take out any enemy.
