I do not see any reason you shouldn't get to activate them if you have already been given the quest. The only memory you shouldn't be able to activate as of yet is the one mentioned by z3ld4s as it is the very last memory. If you have activated 1 memory so far, try go talk to Impa.Z-targeting in this game is pretty finicky, doesn't work when you're too far or too close. Find a proper distance and angle, just keep messing around til you get used to it. Make sure you're seeing a little arrow above the enemy before you press the button. You don't need to be locked on to parry the beam.
