Further into the quest when you get to the commhub room, it may glitch again. The inhabitants are supposed to respond to your arrival. I think there could be an element of randomness about who responds and how. For me out of 4 tries, 1 worked. You're stuck because the Mechanist has not lowered the ramp so you can get up to the control room. Try walking towards the Mechanist and to the left and right side. There is a ramp on the left side that needs to be lowered. You may have to walk around some for that to be triggered.
