Hey, thanks a lot for getting this out there early so folks could see all the new armors. At this point the wiki has been mostly updated, so that helps as well. Just wanted to say that many of your armor values are incorrect, just fyi. Like plain Heavy armor: you have the chest listed at 350, but it's only 140.If you're talking pre max level and you're really on a budget to mass produce, the best you can do for strength is Hyperborian Slaver (3%str a piece) and Dark Templar (From the Derketo DLC, 3% agi). Those will only require iron, leather, and paddings if my memory is correct. The most effective will never be cheap in this game, I fear.

Lobster will do nicely. Wear any armor set with heat bonus, grab 3 vitality perk and you will be fine. Grinding for specialized food is simply not worth the time. Only thing you need to survive cold is 30 vit. You literaly regen quicker than you lose health. 3 vitality perk and vanir gear is more then enough. For armor, I'm really digging the theurgical aegis from the BP. High hp, high armor rating and +30% follower damage for whole set. Drink one of the new 12% follower dmg elixirs on top of that. 3 zombies filled with brimstone with the +20 stats you get from maxed out authority.. probably not "the best" but def lots of fun new stuff to mess with

Voidforge is a solid choice, but I would mix and match pieces from various sets if I were you so that all 5 pieces provide the same bonus (which ever your thrall needs most, damage or health).
