The normal one dont do much, but potent variant has a higher chance a attracting a 3 star animal. But you have to put it in the area where you know a particular animal is likely to spawn, also if it does attract a 3 star animal you have to move to a different area, trying to use it in the same place again wont work.

Everytime I left the cheese bait sitting on the water without reeling it in, I caught a Bluegill instead of a Chain Pickeral. I found that if at any point I reeled in the bobber in the slightest, I would usually get chain pickeral. If I just threw the cheese bait out and waited for them to bite, I got a Bluegill, sometimes a Rockbass.
