Tivo remote not working with new batteries.

Just recently, my Tivo 4K remote will no longer control my TCL Roku TV volume / power controls. I have reset both the Tivo and remove, moved the Tivo to another HDMI port, changed the batteries and it will still not control the volume or power. It is not the batteries I just put in new ones. I notice when I click on the TiVo button the yellow lights flashes on the TiVo box but I am not able to get it to do ... A week ago my remote started to only work sporadically. I can get one or two buttons to work, then it stops working for about 10 seconds. Very annoying. The yellow light only comes on during those first two presses, then it stops. Also, the same problem exists whether I am controlling the tivo or functions on my TV (volume, power, etc.).
