Those two weapons have great synergy (except possibly with scaling), since spear is long range heavy hits, and kusa is short range rapid hits. Most folks would prefer to have the active damage as well so they could try and boost their overall damage to 400+% by mixing the right amounts of active and passive damages...

Katana is the most balanced, has decent range and solid damage. Duals are fast and short ranged, but don't hit hard.
