Yes, it affects duration afaik. I have 900 Ninjutsu Power and my Quickchange Scroll lasts almost an entire main mission. While my Onmyo magic stat is just at 9 and my Weakness talisman wears off after literally 5 seconds. Either can be increased to make damage output very good, and both have elemental attacks that can deal good damage and inflict statuses. You can get buffs and debuffs from magic regardless of your choice - although the durations will be longer if you focus on magic.
