You usually need to be going about 5 miles an hour before you hit the 4HI button. Once it engages, the light will stop blinking. Then you can stop put the truck in neutral and then puch the 4LO button. The truck will not go into 4LO without first being in 4HI.

Toyota want almost $1000 for that part alone and you'll still have to open the transfer case up to pull the actuator off. Instead I went a bought an used whole transfer case for $600 and put it on.
